Position:                              Road & Bridge Executive Director

Under the general supervision of the Public Works Director, Tribal Administrator, and direction of The Tribal Council, the Road & Bridge Executive Director is responsible for developing and maintaining a comprehensive and progressive road & bridge program. The incumbent serves as the general manager of the Roads & Bridge Department. The Road & Bridge Executive Director is responsible for the overall operation and function of the Road & Bridge Department, equipment, and supplies. The incumbent in this position has a 24/7 responsibility to ensure that all functions are performed efficiently to prevent the deterioration of the reservation and county roads that are in the tribal inventory. The incumbent has a responsibility to ensure that the department operates efficiently, effectively and within the budget.


  • This position requires the Executive Director to be onsite during regular business hours but not limited to this work schedule should emergencies arise that require physical presence to mitigate such emergency.
  • Assign and prioritize daily work to include gravel hauls and future gravel needs, plan future road construction jobs, blacktopping patching roads, and assignment of winter snow shoveling and road clearing work.
  • Work with all supervisors to ensure that problems are taken care of, such as road or equipment, progress is being made according to schedule, and perform regular checks and inspections of inventory road work. Ensure that all road & bridge department projects are proceeding as scheduled.
  • Schedule moving of equipment for projects, preparing roads for work crews, checking with the shop on down equipment, and revise work schedules accordingly. Ensure that all road department activities are scheduled appropriately and that the proper equipment is delivered to the correct work location.
  • Review work reports on the stages of various projects, check monthly reports on the crusher, gravel hauled, roads graded, asphalt purchased, shop work, and supplies on hand.
  • Assist with scheduling state and federal aid jobs with the Tribal Administrator and Public Works Director.
  • Participate in weekly meetings with Public Works Director; attend and actively participate on various departments.
  • Communicate with the public concerning departmental affairs to include the resolution of complaints, negotiations with vendors concerning the purchase of supplies, and make recommendations to the Tribe concerning the purchase of road & bridge department equipment.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work appraising performance, rewarding and disciplining evaluating employees; addressing complaints and resolving problems.
  • Ensure that all departmental operations are adequately staffed and that individuals hired meet departmental specifications and receive proper training.
  • Ensure that all supplies, parts and equipment purchased for the road & bridge department is of the proper quality and obtained at the minimum cost.
  • Perform all other general manager functions required to the Road & Bridge Executive Director in managing road & bridge department affairs such as preparing the annual budget and ensure that operations are within the budget.
  • Carry out supervisory responsibilities in accordance with the Tribe’s policies and applicable laws.
  • Responsible for grant and budget operation funds.
  • Prepare and maintain maintenance records for operational cost and budgetary purposes.
  • Professionally perform all liaison activities to ensure maximum cooperation between and among the Tribe and other agencies.
  • Perform other duties as assigned by the immediate supervisor.


Minimum Qualifications: Bachelor’s degree in public administration, business administration, civil engineering or closely related field and Five (5) year experience with road and bridge maintenance or

Ten (10) year experience road and bridge maintenance and  Five (5) year experience in a supervisory role. 

Preferred Qualifications: Previous work-related experience in a supervisory role is preferred.
