Responsibilities:

The Human Resources Recruiter is responsible for managing the full-cycle recruitment process for the Kickapoo Traditional Tribe of Texas. This position partners with department managers to attract, evaluate, and hire qualified candidates while ensuring compliance with Tribal hiring policies, including Native American preference.

Under the direction of the Human Resources Manager, the Recruiter plays a critical role in building a strong, diverse workforce that supports the Tribe’s mission, values, and long-term organizational goals.

Essential Duties and responsibilities include the following:

  • Manage end-to-end recruitment activities including job postings, sourcing, screening, interviewing, and selection.
  • Coordinate and participate in interviews with hiring managers and selection panels.
  • Conduct candidate screenings to assess qualifications, experience, and organizational fit.
  • Perform reference checks, background coordination, and pre-employment processes.
  • Develop and implement sourcing strategies to attract qualified candidates, including outreach to Tribal communities, job boards, schools, and professional networks.
  • Build and maintain candidate pipelines for high-need and hard-to-fill positions.
  • Promote employment opportunities through recruitment events, job fairs, and community engagement.
  • Ensure recruitment and hiring processes comply with Tribal policies and procedures, including Native American preference.
  • Prepare and maintain recruitment documentation, interview records, and selection justifications.
  • Coordinate job offers, employment paperwork, and onboarding in collaboration with HR staff.
  • Consult with department managers to understand staffing needs, job requirements, and selection criteria.
  • Provide guidance on recruitment best practices, interview techniques, and candidate evaluation.
  • Monitor recruitment timelines and provide regular updates on hiring progress.
  • Ensure compliance with applicable employment laws, Tribal policies, and hiring procedures.
  • Maintain accurate recruitment records and applicant tracking data.
  • Prepare reports on recruitment metrics such as time-to-fill, applicant flow, and hiring outcomes.
  • Represent the Tribe at job fairs, recruitment events, and community functions.
  • Promote the Tribe as an employer of choice by highlighting culture, benefits, and career opportunities.
  • Support initiatives that strengthen workforce development and community employment.
  • Ensure HR practices comply with applicable federal, state, and Tribal laws, regulations, and policies.
  • Assist with audits of personnel files and HR processes.
  • Assist with administration of the performance evaluation process.
  • Track completion of evaluations and follow up with departments as needed.
  • Coordinate training sessions and maintain training records.
  • Support employee development initiatives.
  • Prepare reports, spreadsheets, and HR-related correspondence.
  • Assist with HR projects and initiatives as assigned.
  • Provide general administrative support to the HR department.
  • Support implementation and communication of HR policies and procedures.
  • Make suggestions on improving work procedures within the Kickapoo Traditional Tribe of Texas.
  • Perform such other tasks as may be assigned from time to time by Human Resources Management.

Education/experience requirements:

Minimum Qualifications: Associate’s or Bachelor’s degree in Human Resources, Business Administration, or related field.  Two (2) or more years of experience in recruitment, staffing, or HR.  An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered in lieu of minimum qualifications.

Preferred Qualifications: Experience in Tribal government.  HR certification (e.g., THRP, SHRM-CP, PHR).  Experience recruiting in Tribal government environments.
