RESPONSIBILITIES

Responsible for conducting background investigations by gathering, reviewing, and interpreting their findings to ensure the honesty, integrity and good character of gaming employees and vendors of the Kickapoo Lucky Eagle Casino (KLEC). They must complete all background and licensing procedures to include issuing tribal gaming licenses and conducting background investigations dealing with, but not limited to, employment and character reference verifications, bank verifications, gaming license verifications, corporate license verifications, business and personal reference verifications, personal interviews, credit check, county criminal history, civil/litigation history, etc.

Must be willing to become knowledgeable and follow the Indian Gaming Regulatory Act (IGRA), National Indian Gaming Commission (NIGC) Regulations, Kickapoo Traditional Tribe of Texas (KTTT) Gaming Ordinance, KTTT Regulations and other applicable licensing laws and regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE THE FOLLOWING:

An individual must be able to successfully perform each of the essential functions of this position listed below with or without reasonable accommodation.

  • Responsible for the processing of tribal gaming licensing applications for Class II gaming employees in accordance with KTTT Gaming Commission and the NIGC guidelines.
  • Responsible for the processing of tribal gaming license applications for Gaming Vendors and technicians/staff of gaming services, supplies, and cash related services.
  • Responsible for the processing of tribal gaming license applications for Non-Gaming Vendors and staff that the Commission licenses.
  • Schedules and coordinates appointments for in person interviews.
  • Examines and verifies data submitted by and/or on behalf of each applicant for licensure to ensure accuracy, authenticity, and completeness of factual information to determine the eligibility and qualification of licensure.
  • Responsible for advising and staying in communication with applicants and/or licensees of status of an application and/or gaming license.
  • Responsible for updating internal data sheets.
  • Become knowledgeable of applicable ordinances, policies, licensing and related state and local regulations.
  • Cooperate with various outside entities, including all casino operation departments, local, state, tribal and federal law enforcement and judicial entities, agents of the NIGC and anyone else designated by the KGC in the completion of background investigation and compliance matters related to the tribal licensing application process.
  • As needed, communicate directly with the NIGC regarding decisions concerning a license in a timely manner as the regulation’s compliance requirements dictate.
  • Assist with all aspects of being a gaming licensor for casino employees, including fingerprinting and processing of fingerprint submissions, required signature forms, payroll deductions, and use of the identification card machine/digital camera for issuance of licensee identification badges.
  • Complete assigned duties while ensuring that all work is checked for accuracy, neatness and conformance with all policies and procedures.
  • Create Investigative Reports (IR’s) along with Suitability Reports (SR’s) for applicable employee/vendor applicants for background investigations that have been completed.
  • Ensures proper filing and logging of documents collected during the background investigation process.
  • As needed, confirm all financial processes conducted during the background and licensing investigation for monthly budgetary closure purposes.
  • Performs a variety of technical work involved in the review, acceptance, processing, recommendation, and issuance of gaming license applications.
  • Screen and direct calls and/or public visitors; answers questions and provides gaming license information, including applicable requirements, rights and notices.
  • Must Maintain good attendance and be available to work early/late hours or on weekends if needed.
  • Attend training and meetings to develop and maintain professional competence.
  • Maintain a pleasant, friendly and welcoming attitude at all times.
  • Ensure that their designated operations follow Tribal and Federal gaming regulations.
  • Must adhere to Personnel Policies and Alcohol Policies.
  • Perform such other tasks as may be assigned by upper management and contribute to team effort.

EDUCATION/EXPERIENCE REQUIREMENTS:

Minimum Qualifications: High school diploma or graduation equivalent diploma (GED) College course work in general office practices, data processing and criminal justice or other related fields.

Preferred Qualifications: Bilingual skills preferred. Two (2) Four (4) years of gaming experience with prior regulatory, law enforcement or investigative experience.
